PRT comment: Serious failings at HMP Woodhill and HMP Swaleside

Commenting on HMP Woodhill receiving its second Urgent Notification from HM Chief Inspector of Prisons, and the publication of a shocking report of conditions at HMP Swaleside, Pia Sinha, chief executive of the Prison Reform Trust, said:

“Today’s findings by HM Chief Inspector of Prisons paint a deeply troubling picture of two institutions that are significantly failing in their fundamental duty to provide safety, rehabilitation, and purpose for those in their care—but sadly they are far from isolated cases.

“Violence, criminality, and the demand for drugs are symptoms of a system in crisis—where overcrowding, staff inexperience, and a lack of meaningful rehabilitative activities are perpetuating cycles of harm and reoffending. The fact that both Woodhill and Swailside hold some of our highest risk prisoners makes these failings even more shocking.

“Prisons should be environments where individuals can address the root causes of their offending, acquire skills, and prepare for reintegration into society. Instead, they have in many cases become warehouses of despair.

“The appointment of experienced governors at both prisons is a positive step, but they cannot succeed without sustained and significant support from the government.

“We cannot allow prisons to remain environments that exacerbate harm rather than reduce it. The government urgently needs to rebuild public confidence and ensure that these institutions fulfil their purpose of rehabilitation and public protection.”
