PRT comment: HMIP report on HMP Woodhill

Commenting on today’s report by HM Chief Inspector of Prisons on conditions at HMP Woodhill, Pia Sinha, chief executive of the Prison Reform Trust, said:

“Today’s findings by HM Chief Inspector of Prisons paint a deeply troubling picture of a prison failing in its most basic duty to provide safety and rehabilitation—yet this is far from an isolated case.

“Violence, drugs and criminality are symptoms of a system in crisis, driven by overcrowding, inexperienced staff and a lack of meaningful activity. That this is happening in a prison holding some of the highest‑risk individuals makes these failings even more serious.

“The appointment of a new governor is a positive step, but leadership alone cannot fix this. Lasting improvement will require sustained government support and greater freedom for governors to implement the operational changes they know that their prisons need.

“Prisons should reduce harm and support rehabilitation, but too often, they achieve the opposite. Urgent action is needed to restore safety, rebuild confidence, build staff resilience and ensure these institutions protect the public.”
